1.1 Occupational Safety and Health Policy
(a) The facility should develop a written occupational safety and health policy, which should be written clearly and concisely in the languages most commonly used by members of the facility, with Arabic being the main form of the policy.
(b) The policy should aim to protect the safety and health of all members of the facility and visitors, or pedestrians whose passage at the work site may be affected by preventing work-related injuries, ill health, disease and accidents, and should:
a. Occupational safety and health expectations and priorities are clearly defined at all levels of the facility

It covers any other details related to occupational safety and health practices that may include general operations, responsibilities and public roles, including submitting reports of work injuries and accidents and occupational diseases to the General Organization for Social Insurance, and any other requirements as needed.
(v) This policy should be enterprise-specific and cover the most important aspects of occupational safety and health, given the size and nature of the enterprise's business or activities.
(d) The policy should comply with the relevant legislation in the Kingdom of Saudi Arabia and with any other requirements in which the entity is involved.
(c) The chief executive officer or general manager of the entity or responsible senior management should make the policy effective by signing it.
(h) This Policy should be readily available to all members of the facility through appropriate means, including but not limited to, stored on a server, in the form of physical copies, etc.
(x) This Policy and any changes to this Policy shall be communicated to all members of the facility by all appropriate means, including but not limited to email, posters, live presentation, flyers, etc.
(d) The policy should be reviewed at least every two years and updated if necessary.

(a) The entity shall encourage the participation of workers in the decision-making process related to safety and health in the ......
2.1 Responsibilities and Accountability
(a) The facility and its management are fully responsible and ultimately responsible for providing a safe and healthy workplace for all employees, visitors, or passers-by who may be affected by the work site.
(b) The facility is responsible for ensuring that adequate resources are provided to achieve the facility’s safety and health objectives, such as (but not limited to):
a. finance resource
NS. Human Resources
NS. Technologies
NS. Infrastructure and Equipment
NS. IT systems
NS. Experience and training
(c) The role, responsibilities, and accountability of all employees who perform occupational safety and health duties, as well as the powers granted to them, should be clearly defined and described in the form of job titles, handbooks, procedures, or all of them and then communicated to the relevant personnel.
(d) An entity should appoint a person or persons at the management level as responsible and have authority and authority for:
a. Develop and implement occupational safety and health management regulations within the facility.
NS. Regularly review and evaluate the Occupational Safety and Health Administration Regulations.
NS. Submit periodic reports to the rest of the establishment's departments (sections) on the performance of the Occupational Safety and Health Administration Regulations.
NS. Promote the participation of all workers in the OSH process (eg: talking to workers on a regular basis and considering their views when making OHS decisions).
(c) The entity should report at all levels of the entity through the appropriate communication channel(s) (eg: email, posters, presentations, etc.) of:
a. The importance of occupational safety and health as it is a shared responsibility of all employees.
NS. The duty of workers to protect the safety and health of their colleagues and others in or near the workplace.

The duty of employees to cooperate with the employer, colleagues and anyone who performs their duty under internal or external occupational safety and health legislation by following instructions and training, reporting hazardous conditions and using tools/equipment/appliances/clothing in an appropriate and safe manner

2.2 Competency and Training System
(a) The entity should ensure that its personnel are competent (that is, adequately qualified, appropriately trained and have sufficient experience) to carry out the safety and health aspects of their duties and responsibilities, and to achieve this, the entity should:
a. Determine training needs
NS. Conducting exercises according to specific needs, which should be done:
I. Provide it to the relevant personnel, as appropriate, at no cost.
II. Conduct it in language and vocabulary that is easy for employees to understand

2.3 Documentation of Occupational Safety and Health Administration Regulations
(a) The facility should establish a modern “System” for documenting and maintaining occupational safety and health procedures and practices, and recording and following up on all issues related to occupational safety and health. The “System” documenting the Occupational Safety and Health Administration Regulations should include the following:
a. Occupational safety and health policy and objectives related to occupational safety and health of the facility
NS. A list of the key personnel responsible for occupational safety and health within the facility, including a description of their roles, responsibilities and contact details
NS. A list of significant occupational safety and health risks arising from the facility's activities and arrangements for their prevention and control
NS. Procedures, guidelines or other internal documentation related to occupational safety and health

3.1 Initial Occupational Safety and Health Review
(a) The facility should conduct an initial evaluation process to assess its existing occupational safety and health status and practices and document the necessary actions to be taken as a result of the evaluation process in written form.
(b) In the absence of any “System” currently being followed in the Occupational Safety and Health Administration or the facility has been newly established, the facility should conduct an initial evaluation process, which shall be used as a basis for establishing and activating the Occupational Safety and Health Regulations.
(C) The initial review should be conducted by the facility or an external party (for example: external consultants), provided that the review is from the external party from an entity with experience in evaluating occupational safety and health, and that it is approved after it is conducted by those responsible for occupational safety and health in the facility. .
(w) The initial review should include:
a. Determining whether the facility complies with the relevant legislation in the Kingdom of Saudi Arabia and any other requirements in which the facility is involved
NS. Identify and assess risks to safety and health arising from the work environment and its organization
NS. Assess whether existing or planned controls are sufficient to eliminate/control the risk (eg: in terms of control: analysis of data on worker safety and health)
(c) After the review process is completed, the findings should be put into an action plan where:

(h) The results and consequent action plans should be documented and communicated to the staff.
(x) The entity should ensure that the person(s) carrying out the initial review process is competent to do so and that they work not only with senior management but also with other employees and their representatives, as appropriate.
3.2 Planning, development and implementation of occupational safety and health processes
(1) An entity should establish a planning process when developing and implementing an OHS regulation. Such planning process should take into account the results of the initial audit, subsequent audits, or other relevant data, and should include the following:
a. A written list of the facility’s occupational safety and health objectives and how to prioritize them (for more information, please refer to the requirement “Occupational Safety and Health Objectives of this document)
NS. A concrete action plan outlining how to achieve each objective, which should include the following:
i. Concrete actions to be taken
ii Responsible Persons
iii Timetable for achieving each goal
NS. Clear KPIs to assess whether objectives have been achieved
NS. Provide financial resources as well as any additional support needed to help achieve these goals
3.3 Occupational safety and health objectives
(a) The facility should set occupational safety and health objectives in line with the facility's occupational safety and health policy and based on initial and subsequent reviews. These objectives should be as follows:
a. Specific (ie, answering the questions “What needs to be done?” and “How will you know it was done” and written in a simple and easy to understand manner)
NS. Measurable (i.e., answering the question How would you know if it was achieved or not?")
NS. Realistic and achievable (i.e., explain what results are realistically achievable, given the resources available)
NS. Relevant (ie, answering the questions “Should it be achieved?” and “What is the impact?”)
NS. Time-bound (that is, determining when results can be achieved)
(b) Objectives should focus on the continuous improvement of the safety and health of workers and the achievement of optimum occupational safety and health performance and, to this end, should be:
a. Proactive (eg, number of training sessions to be conducted, number of toolbox conversations to be undertaken, on risk assessments to be undertaken)

(v) The entity should ensure that the objectives chosen are consistent with relevant legislation in the Kingdom of Saudi Arabia and with any other requirements in which the entity is involved.
(w) The entity should ensure that all objectives are appropriately documented.

(c) The entity should communicate the objectives set to the relevant members of the entity.

(h) Objectives should be reviewed periodically (for example: once a year) and updated if necessary
3.4 Hazard prevention and control measures
3.4.1 Preventive and Control Measures
(a) The facility shall be responsible for identifying and evaluating risks to the safety and health of workers and implementing the necessary preventive and control measures, through the following:
a. Introduce or re-design processes and procedures to allow the identified risks to be managed and thus safe for the workforce if the source of the risk cannot be eliminated
