Executive Regulations for Environmental Permits for the Establishment and Operation of Activities
Article 1

The following terms and expressions - wherever mentioned in this regulation - shall have the meanings indicated next to each of them, unless the context requires otherwise:
System: environment system.
Regulations: The implementing regulations for this system.
Regulations: The executive regulations for environmental permits to establish and operate activities.
The Ministry: The Ministry of Environment, Water and Agriculture.
Minister: The Minister of Environment, Water and Agriculture.
The Center: The National Center for Monitoring Environmental Compliance.
The Competent Authority: The Ministry or any of the national centers for the environment sector, each according to its competence.
Head of the Center: The Chief Executive Officer of the Centre.
Inspectors: Employees designated by a decision of the Minister or the Chairman of the Board of Directors of the Center for inspection and environmental control and for detecting, investigating and proving violations of the provisions of the law and regulations.
Person: Any person of a natural or legal capacity, public or private.
Activity: Any project, industrial, commercial or service facility, business, or other activity that is expected to have environmental impacts.
Supervising Authority: Any governmental entity legally authorized to supervise the activity, and is competent to issue licenses to practice the activities subject to its supervision.
Environmental Impact: Every negative or positive change that affects the environment as a result of any activity.
Major Change: Any expansion or change in the design, operation or nature of any existing activity that may have a negative impact on the environment.
Permit: A document granted by the Center before starting the activity.
Permit applicant: The owner of the activity or his authorized representative.
Authorized Person: A person who holds a permit.
Environmental permit for construction: A document granted by the Center to a person to allow the start of construction work after completing the classification and evaluation of the activity and the expected environmental impacts, and specifying the environmental conditions and requirements to be adhered to during the construction work.
Environmental Permit to operate: A document granted by the Center to a person to operate the activity.
License: A document granted by the Center to a person to authorize him to practice an environmental activity.
Licensee: A person who holds a license.
Service Provider: The person authorized by the Center to provide environmental services.
Environmental Classification Form: A form submitted to the Center to determine the category of the proposed activity in terms of environmental impacts.

The provisions of the Regulations shall apply to all persons who own or operate any activity that has an environ ......

Article 3

The center undertakes the following tasks:

1. Issuing technical standards and controls related to environmental impact assessment studies in coordination with the competent environmental centers.

2. Receiving and reviewing environmental classification forms and environmental impact assessment studies, and issuing relevant decisions.

3. Issuing up-to-date indicative lists for the classification of the various activities in accordance with the provisions of the regulations.

4. Defining and approving the rules, conditions and controls related to environmental permits and licenses.

5. Carry out field visits to the sites required to be authorized, when needed.

6. Monitoring the implementation of the environmental management plan during all phases of any environmentally authorized activity.
