The Unified Guiding Law (regulation) for Empowering Persons with Disabilities in the Cooperation Council for the Arab States of the Gulf
Article 1

In the application of the provisions of this law (the system), the following words and expressions contained in it shall have the meanings indicated next to each of them, unless the context of the text requires otherwise.

Law (System): The Law (System) for Empowering Persons with Disabilities in the Gulf Cooperation Council Countries.

State: any country of the Cooperation Council for the Arab States of the Gulf.

Supreme Council: The Supreme Council of the Cooperation Council for the Arab States of the Gulf.

Ministerial Council: The foreign ministers of the member states of the Cooperation Council for the Arab States of the Gulf.

Ministerial Committee: Ministers concerned with affairs and social development in the GCC countries.

The Ministry: The Ministry entrusted with implementing the provisions of this Law (Regulation). (It is called according to the national designation).

Minister: The Minister in charge of the Ministry entrusted with implementing the provisions of this Law (Regulation). (It is named according to the national designation).

The Competent Authority: Every governmental or non-governmental entity charged with implementing any of the provisions of this Law (the Regulation).

Persons with disabilities: People with long-term total or partial physical, mental or sensory impairment. When dealing with various barriers, it prevents them from participating fully and effectively in society on an equal basis with other persons.

Prevention: medical, psychological, social, educational, informational and legal measures aimed at preventing or limiting the occurrence of disability, early detection, and minimizing it ......

Article 3

This law (regulation) aims to achieve the following goals:

1- Enabling persons with disabilities to participate fully and effectively in society, and to exercise human rights and fundamental freedoms, on an equal basis with other persons.

2- Prohibition of discrimination of all kinds against persons with disabilities on the basis of disability.
