A decree may grant Qatari citizenship to every foreigner who has reached the age of majority if he fulfills the following conditions:
1- That he and his family members have been legally residing in Qatar for a period of no less than twenty consecutive years prior to the date of submitting the application for naturalization, or fifteen consecutive years if he is an Arab belonging to an Arab country.
