Procedures apply to the following parties:

All government employees, contractors, suppliers, and other relevant authorities' representatives who contribute directly or indirectly to providing government services.

1. Executive Summary

2. The government has embarked on an ambitious initiative at the level of the emirate through which it seeks to reduce the burden on dealers and government agencies by introducing new concepts of how to provide government services. Among the most prominent of these concepts is the "one-time" policy, whereby the customer provides his data to the government only once. And government agencies exchange data among themselves. Consequently, government entities and companies in the emirate will reduce the requirements and conditions that they impose while providing services, and will re-use the data previously provided by customers.

To support this effort, the authority seeks to adopt a "one-time" policy to enable seamless communication and interaction between customers, government entities and companies, enhance government efficiency and improve data quality. The policy also aims to enhance interaction and exchange of information between government agencies in the emirate, by mandating the authority to provide government agencies with information provided by the customer (UGI), and mandating government agencies to share information resulting from government procedures (GGI).

The purpose of this document is to provide visibility to all stakeholders and to assist in studying and making future decisions related to the supply and management of information related to government services.

The adoption of the "one-time" policy comes with the adoption of five principles:

1.1. The request is one-time to ensure that government agencies and companies in the emirate do not ask customers for information that they previously provided to the government. This means that government agencies and companies must update their services so that they reuse the information related to the existing service that is stored in the single source records (SSoT).

1.2. Multiple channels to ensure that government agencies and companies in the emirate store all records and requests for government services in a digital format so that they can be reused smoothly through digital and direct channels.

1.3. SSoT records to ensure that information related to government services processed by government agencies in the emirate has a unique and clearly defined ownership. This gives the authority that bears the responsibility for managing the information issued by the customer (UGI) and provided by the customers, and the government agencies that are responsible for maintaining and updating the information issued by the government (GGI) and making it available to other entities in a machine-readable format.

1.4. An integrated government platform to ensure that government entities and companies register, request and receive information related to government services from single source records through the integrated government that allows the exchange of data from various single source records and provides interoperability for government agencies to access basic data sets electronically and via secure channels. Such a platform ensures full transparency, and supports policy administration and implementation.

1.5. Transparency of data use to ensure that customers are able to view and manage the information provided by the customer and their own, which is kept by the government, and that they have knowledge about who can access their data. These mechanisms ensure data privacy and increase the confidence of customers.

2. Introduction

Objectives

A “one-time” policy document has been prepared in order to define and define the basic mechanisms by which the use and exchange of information related to government services is regulated between dealers on the one hand, and government agencies and companies in the emirate on the other hand. The policy is also the primary reference for the use and exchange of information related to government services between government agencies in the emirate, and this policy is reflected in two basic levels, namely: government agencies and dealers. The authority is responsible for coordinating the offering plans, defining standards and requirements for implementation, in addition to providing central platforms (such as the User Provided Information Register (UGI), services information index in the emirate, and the unified exchange platform) in addition to supporting integration to ensure the introduction and implementation of the policy at the level of the government.

All government entities and companies in the emirate are responsible for implementing and managing the information related to government services that they own, as specified in the policy document.

3. Compliance and implementation

Law No. (16) of 2019 established the Abu Dhabi Digital Authority with responsibility for managing the Abu Dhabi Government's data framework. This requires that all government agencies adhere to data management policies and standards set by the authority, and this makes compliance with the application of the "one-time" policy mandatory.

It is imperative that all government agencies and companies adhere to the specific roles and responsibilities, and the policy details defined in this document, in order to ensure the accurate application of information management procedures related to government services.

Likewise, government entities and companies in the emirate are responsible for updating their internal plans, policies and procedures to ensure full compliance with the implementation of the "one-time" policy. It should also ensure that the suppliers and contractors contracted with them comply to work according to this policy and the latest versions of government data management policies and standards.

The responsibility for imposing and monitoring the procedures for implementing the “one-time” policy is mandatory and rests with the government agency, the data manager, and the person responsible for service at the government agency or any similar role or official in the entity, as well as the authority, which bears this responsibility before the Board Executive of the emirate.

The "one time" policy has been designed to be compatible and complementary to the current policies of the digital government in the emirate, and therefore, care must be taken not to implement it in any way that might exceed or conflict with the existing policies.
